Committee Structure

The Synod pursues its daily ministry through the following Proper Committees;

The Ecclesial and Spiritual Affairs Committee

Article 12    –      Its Establishment :
Consists of a president and eight members, in addition to a secretary sanctioned (by virtue of position) without the right to vote.

Article 13    –      Its Work :
1-    Assesses statuses (cases), needs and growths factors of the churches, and determines their areas of weakness in order to expand the circle of spiritual work in all fields of service, and studies the need to open new churches and centers of spiritual service.
2-    Prepares and secures stewards (servants) for caring and spiritual work.
3-    Nominates students to study theology under the auspices of the Synods, in accordance to the system of acceptance of the students of theology, and provides them with service centers within the field of the Synods during the period of their studies and follow-up and evaluation thereafter.
4-    Implements and supervises a continuous Christian education program (Sunday  schools, events, youth, women, family education, other).
5-    Strengthens, activates and develops understanding and ecumenical relationships in the Synod in order to reflect the unity of Christ’s Church.
6-    Initiates acts of evangelism and social service as well as encourages within individuals/congregations  greater capacity for giving and Christian ministry.
7-    Oversees the organization of church records in accordance with the system regulations.
8-    Advises the management board in appointing pastors to churches, based on the system regulations.
9-    Advises the board of directors in appointing service partners in the spiritual field, determining their scope of work and overseeing their service through guidance,  training, continuing education and self-care.
10- Provides consistent oversight and accountability for Synod pastors.
11- Actively facilitates opportunities for pastors and the elders to take part in meaningful fellowship, spiritual growth the widening of their theological knowledge and spiritual experiences.
12- Creates an annual budget for the implementation of its responsibilities, in accordance with the system regulations.
13- Provides, through the Administrative Council, a transparent reporting its work to the public.

The Educational Affairs Committee

Article 14    –      Its Establishment :

Consists of a president and eight members, in addition to a secretary sanctioned (by virtue of position) without the right to vote.

Article 15    –      Its Work :

1-    Paints its cultural philosophy, defines its general goals, and designates the Christian purpose of its cultural program, in accordance with the policies and objectives of the mission of the Synod.

2-    Gives preference to evangelicals to fill jobs in the Synod educational institutions, when efficiency is provided or equitable.

3-    Provides minutes and records of the educational counsel.

4-    Defines the duties of school principals and the relationship with them according to their internal system.

5-    Establishes working conditions which help insure the hiring of the best employees.

6-    Approves the budgets of the Synod schools to the Synod and refers it to the Committee on Finance and Property for study and approval.

7-    These schools receive budgets forwarded by the Secretary-General to the Committee on Finance and Property for assets audition.

8-    Monitors the fees, annual revenues and expenditures for each school.

9-    Implements school policy as determined by the Board of Directors ??that determines where the foundations of school aid and grants.

10-  Ratifies the annual reports of the schools.

11-  Implements plans for the development and improvement of schools.

12-  Oversees the work of each school and submits to the Board of Directors reports and recommendations thereon.

13-  Develops a policy for the selection of curricula and textbooks and student transfers from school to school within the Synod schools.

14- Combines the legal substratum of the administrative relationship of the Synod schools with other institutions.

15- Works on developing the skills of the educational system in the Synod elementary and secondary schools by providing training sessions in the area of education and religion.

16- Suggests names of elementary and secondary school principals for their elections by the administrative board.

17- Submits its recommendations to the Board of Directors on the closure of schools and the opening of new schools.

18-  Puts its annual budget in accordance with the system regulations.

19-  Reports its work to the public by the Administrative Council.

 

Article 16 –  This committee special procedural system certified by the Board of Directors.

The Financial and Property Affairs Committee

Article 17    –      Its Establishment :
Consists of a president and eight members, in addition to a secretary and chief financial officer at the Synod, both sanctioned (by virtue of position) without the right to vote.

Article 18    –      Its Work :
1- Puts the annual operating budget of the Synod in its final stage drawing on projected budgets received from committees and institutions, taking into account the balance of expenses with imports and that is to submit them to the Administrative Council for approval before the end of this year. It also sets two budget development plans (annual and long term) and presents them To the Board of Directors for approval.
2- Develops appropriate systems projects to adjust the accounts and money and how to deposit to be applied in the churches of the Synod and its institutions after approval of the Board of Directors.
3- Organizes ordered internal audits of accounts in the churches of the Synod and most of its institutions and projects. Also monitors the extent of compliance with regulations of the Synod’s finances.
4- Encourages individuals and organizations to stop the money transferred in the name of the Synod, in coordination with the pastors and servants.
5- Seeks to find ways to increase the financial resources of the Synod and rationalization of expenditures. It also matches the expenditure figures and imports with regular budget figures once every six months and makes recommendations to the Board of Directors.
6- Considers the necessary means for the proper use and care of the Synods properties and their maintenance and increase of their resources.
7- Studies the designs and maps of all new buildings proposed to be restored or updated and submit them to the Board of Directors for approval. These designs are deposited with the original maps in the Office of the Administrative Council.
8- Supervises the construction of all developed buildings and the auditing of its accounts. Also conducts the necessary commitments and contracts, according to the contract system approved by the Board of Directors.
9- Recommends the administrative Council in buying, selling or replacing real estate properties.
10- Abides in property and project expenses, to the amounts allocated to them.
11- Establishes its annual budget in accordance with the system regulations.
12 – Studies, implements and evaluates the conditions of the pastors pension fund in terms of assets and advises the administrative council in the best ways to develop and increase it.
13- Reports its work to the public by the Administrative Council.

The Media and Publications Committee

Article 19    –      Its Establishment:

Consists of a president and eight members, in addition to a secretary sanctioned (by virtue of position) without the right to vote.

Article 20    –      Its Work: 

1- Directs and supervises the printing, publishing and documentation affairs of the Synod and its institutions, in coordination with the Secretary-General.

2-  Is responsible for the distribution of prints and publications in coordination with the qualified committees.

3- Cooperates with Christian alliances dealing with printing, publishing and media after the approval of the Administrative Council.

4- Works for the spreading the message of the gospel and evangelical education by all means available, by preparing and printing religious books in coordination with the specific committees after the approval of the Administrative Council.

5- Oversees the development of any periodical issued by the Synod.

6- Produces and distributes films, sound recordings, and other religious and cultural visual and audio supplies for all the Synod churches, its institutions and other.

7- Evaluates training courses in the Christian media in various areas of work of the Synod, This is based on the needs identified by the specialized committees.

8- Makes recommendations and proposals to the Board of Directors and in accordance with the regulations.

9- Puts its annual budget in accordance with the system regulations.

10- Reports its work to the public by the Administrative Council.

The Medical and Social Service Committee

Article 21    –      Its establishment:

Consists of a president and eight members, in addition to a secretary sanctioned (by virtue of position) without the right to vote.

Members of this committee are elected from those who are experienced and competent in the specific areas of work listed below, at least two pastors, from the Synod churches shepherds must be from among its members.

Article 22    –      Its Work:

1- Facilitates and raises awareness of community service Diaconal in the church’s mission, through seminars, lectures, publications and the media … and other.

2- Proposes a comprehensive policy to ensure education for the needy children of the Synod in all phases of study.

3- Seeks to help individuals and communities within the Synod develop necessary skills skills through vocational training and counseling. Skills include such areas as  housekeeping, agricultural and industrial skills, family and relationships …).

4- Works to send the foundations of development of a cooperative and productive comprehensive for the people of the Synod churches; (Agricultural projects – Animal – literal – Exhibitions – housing …).

5- Develops a comprehensive program to offer various types of human services – spiritual and financial – For owners of private social status; (orphans – widows – disabled – psychiatric patients – outcasts – addicts – eccentrics – marginalized …).

6- Delivers an ongoing and continuous awareness in the churches of the Synod in contemporary humanitarian issues; (Environment – human rights – sex – justice – peace issues – human dignity [a child – women – elderly – Youth] – literacy …).

7- Offers and stimulates health knowledge to the children of Synod churches through their churches, by seminars, conferences, activities and audio-visual…

8- Considers the best means to achieve the most appropriate and complete health insurance for the people of the churches of the Synod.

9- Suggests ways and means of financing services and projects from various Synod sources or alliances (groups) and institutions of humanitarian Interests.

10- Establishes an annual budget of the Commission submitted to the Administrative Council for approval.

11- Reports its work to the public by the Administrative Council.
